Regional aviation of Russia 2011

On November 25, 2011, the 4th All-Russian Conference “Regional aviation of Russia 2011” took place in Moscow. The event was held in Zurich Hall of SWISSOTEL – Krasnye Holmy.

The conference was initiated by the Committee for Transport and Communications of the State Duma of the Russian Federation. The conference was supported by the Ministry of Transport of the Russian Federation, the RF Ministry of Industry and Trade, the RF Ministry of Regional Development, and the RF Ministry for Emergency Situations.

The purpose of the Conference was to provide a forum for heads of civil aviation enterprises active in the Russian segment of regional and local air services.The Conference discussed topical issues of removing Tu-134 An-24, and Yak 40 aircraft from service being used in the regional and local air lines. It also discussed decisions and subsequent activities relating to the amendments to the Federal Aviation Regulations (FAR) 128 coming in force in 2012, which would require to equip aircrafts with the Enhanced Ground Proximity Warning System (EGPWS) and the Traffic Collision Avoidance System (TCAS). Synchronization and solving of tasks with Heads of Administrations of entities of the Russian Federation.

The key participants in the Conference were directors and top managers of aviation enterprises, who represented regional air services markets, as well as Russian and international aircraft and helicopter manufacturers. 

Speakers at the conference were heads of the leading civil aviation companies, such as UAC, RUSSIAN HELICOPTERS, Bombardier, Embraer, Aviasystems, Sberbank Leasing, Lexgarant, Rosno Alliance, The Bank for Development and Foreign Economic Affairs, VTB, IFK, etc. The conference utilized a non-standard method, where, for the convenience of the delegates, all speakers and participants were seated at round tables. Such system enabled maximization of the debating nature of the meeting and effective presentation of individual speeches of each participant.

The Conference was opened by Sergey Anatolyevich Gavrilov, the Deputy Chairman of the Committee for Transport of the State Duma of the Russian Federation. In his opening speech, Mr. Gavrilov once again outlined the objectives of the Conference, the key trends for the regional aircraft stock as well as the measures being taken by the Government to subsidize the regional airlines. The Presidium included a representative of the RF Ministry of Transport, who answered the live questions put by airlines regarding consequences of the amendments to FAR 128.

Dmitry Gennadyevich Khoruzhik, CEO of СJSC Aviasystems, made a report on “The specifics of post-sale support for operation of the domestic aircraft used on regional routes”. An example of cooperation with Yakutia airline was used to demonstrate how effective the implementation of pool schemes for maintenance logistics support of a regional aircraft operator could be.
